Who knows what this represents

Went to a meeting in Birmingham today, as I drove down Coventry Road I saw the scaled down front section of a C47, couldn't stop so just to a shot off Google Earth. Can anyone shed any light on the history of the monument.

It's in Sheldon which is near to Birmingham International Airport! :-o
