Interesting pic lifted from the Beeb-Each coloured line on this map represents an aircraft flight which either took off or landed in the south east of England on one day in July 2011

That's what they were saying the problem is with delayed flights are in bad weather. It's not that the airports can't cope with the weather it's the volume of traffic that needs to be reduced to give more space between each flight thus increasing the safety and that's what causes most of the delays and back logs as there is no spare capacity.

It does look a bit mind boggling tho'. @-)
