A thoroughly enjoyable day throwing a little polish at an old but extremely healthy looking Icon.
Met some great people that I have to applaud and thank you very much Sam for your time.
I take my hat off to all involved in this ongoing project and I mean EVERYONE

What is the metal plate covering, and why isn't it painted?

It's not metal, it's a dialectric covering over an antenna - in this case part of the (disused) ILS. Essentially it's the same as the larger dialectric cover at the base of the fin (over the HF antenna).
